For lack of other effective methods, the Syndicate is known to frequently turn to brainwashing to get the public on their side.
One of the most disturbing methods known to NT is called "Sparkwashing," wherein through direct electrical current or a specialized series of tactile/visual stimuli, a person's mental state is almost instantaneously redirected.
While not effective for instilling detailed directives, simple goals like "take over the station with this computer" or "kill every head" can be and often are sparkwashed into our staff.
